I did a search and was not able to find an actual answer to the question of what exactly does "when enchanted" mean?

Like a shield I have is -1 damage when enchanted..

Does that mean when the shield is enchanted or when I am enchanted?

If it means when I am enchanted, what constitutes being enchanted?

If it means that the shield has to be enchanted how do you do that?

It means when you are enchanted, which means you have an enchantment spell active upon you.
